TRICARE Facts

Patient Priority List

TRICARE places beneficiaries in groups that determine which beneficiaries receive care first if there is a wait for care. Here are the patient priority groups:

Group 1

  • Active duty servicemembers
  • Servicemembers who are not active duty, but entitled to care in a military treatment facility (MTF)
  • NATO and foreign military members who are entitled to care in a MTF because of an international treaty or agreement

Group 2

  • Dependents of active duty servicemembers enrolled in TRICARE Prime
  • The dependents of NATO and foreign military members entitled to care in a MT.

Group 3

  • Retirees and their dependents who are enrolled in TRICARE Prime

Group 4

  • Dependents of active duty servicemembers who are NOT enrolled in TRICARE Prime 

Group 5

  • Retirees and their dependents who are not enrolled in TRICARE Prime

Group 6

  • All other eligible persons

Priority rules do not apply in cases of emergency or when care is required by law or the DoD. Furthermore, the MTF commander has the right to bend the priority rules.

Dependents of deceased servicemembers are entitled to a priority group depending on whether they were enrolled in TRICARE Prime and whether their servicemember sponsor died on active duty or in retirement.
