A U.S. Navy Reserve public affairs officer is facing a general court-martial next week for allegedly forging an award citation and pretending to be a lieutenant when he was one rank lower at the time, the Navy has said. Lt. Paul J. Pelletier, 42, is charged with five counts of violating the Uniform Code of Military Justice, including failure to obey an order or regulation, making false official statements and going absent without leave. His court-martial is set to begin on Tuesday. According to the charge sheet, Pelletier put himself in for a Joint Service Achievement Medal at some point between June 20 and July 20, 2006, while serving with Multinational Force-Iraq in Baghdad. He served at Camp Victory in Iraq for nine months in 2006. The award justification “outlined achievements he had not accomplished,�� the sheet said. Around the same time, he wore the rank of lieutenant when he was actually a lieutenant junior grade, the sheet said. He continued to wear the unauthorized rank, the charge sheet stated, even though he had been ordered by a captain to stop. At the time, he was still a year away from being eligible for that rank, according to Navy records. Specifically, he allegedly told his commander he was commissioned in November 2001 - it was really November 2003 - and made lieutenant junior grade in November 2003. He actually made O-2 in November 2005 and was selected for promotion in June 2007. Pelletier was authorized to put that rank on in December. Pelletier later racked up a few more charges while serving at the Naval Air Facility at Andrews Air Force Base, Md., last fall. He is charged with being absent without leave for a day around the beginning of August. A few months later, in the first week of November, he is accused of attempting to impede an investigation by "removing two pieces of documentary evidence from the preliminary inquiry officer's investigation report." Also in November, he allegedly had a firearm and ammunition in his barracks room at Andrews. Doing so violates standing orders and is also illegal under the U.S. Code. His Article 32 hearing was held on Dec. 15, and he was arraigned on March 10.

Wow. That's harsh. Sounds like folks here are pretty quick to judge! What happened to "innocent until PROVEN guilty?" I think there's ALOT more to this story that what AllMilitary has provided. Perhaps you should check out this link to get the REAL STORY:

What real story? The link you provided agrees with everything that has been said so far. The first story was from the same source, the Navy Times. Nothing the person charged has said in the article is a valid excuse for his actions. Everything in the military revolves around orders. If you do not have orders in hand you do not wear the rank or the award. The regulations on such issues are available for everyone to see.
You are obviously close to the issue. Karen (MayGirl), I know you are related to the accused. I am just not sure how.

Wow, this forum gets all kinds! The way I see it is he was/is a commisioned officer. Claiming ignorence is no excuse, he did wrong, not one time but multiple times. I hope he enjoys his life as a civilian.

I do not know who you people are and frankly, I don't care. It is your right to say any nasty little thing, without proof and knowing the full story. Just because the media printed it doesn't make it true. You can look like fools all you like by this action and people will know it. I know the truth about this case, so does the government -- who dropped all charges after being admonished by a Naval Judge for bringing weak administrative charges into his General Court. And with this man having served with distinction in Iraq, where he was injured. Do you routinely kick people while they are down?
Another post mentions he was an officer -- yes, he is. However, the USN never sent him to DCO school. Just pushed him out there to figure it all out for himself in a war zone. What does that say?
However, when you abuse your power as a site administrator by printing in a post my real first name, after you and your co-cohorts have welcomed this and utilize the practice of anonymous posts yourselves I am fearful of. And to say you reviewed my bio on a business website is disgusting. Why request an anonymous posting if, as the site administrator, you're not going to abide by your own rules and keep identities private? How is ANYONE visiting this site able to trust relaying their postings to you? I would seek legal recourse for civil entrapment and identity theft for what you have done but I really don't think very many people visit this less than honorable site.
Finally, to call yourselves patriots and defenders of what this country stands for, including civility and respect to women (a trait unknown by our current foes in Iraq) is beyond the pale. How dare you would treat anyone like this, let alone a lady. Shame on you! Could you not just say "her opinion" and not call me names (ie: stupid, etc.)?

We're not patriots!?!? When this clown in the article gives himself a promotion and a medal, he's OK, but we are not patriots. Lady, for the lack of a more accurate description and becasue I am a gentleman, you are so far out there. You really need to step back and take a long hard look at what you said because it is, at best, the biggest bunch of cow S**t I have ever read!
The man enlisted in the US Armed Services. The US and its Armed Services are presently at War, two Wars, in fact; and, anyone who is a part of the Armed Services and its Reserves and Guard who think that they will not be called upon to serve in the War Zone are dillusional.
Further, this man, again for a lack of a better description, must have been education to be an Officer; yet, he took upon himself, Alledgely, to impersonate someone a rank higher and to award himself a Medal must be a extremely vain person to think he'd never be found out or just plain ignorant.
Charges dropped?! Haven't read that, yet. So, the information that we have is accurate. You are correct in saying he is innocent until proven guilty, but it appears on the surface he is going down hard. And, until such time as we can see, in print, the proof, we will continue to give our opinions freely. After all, we are in the US of A.

Civil Entrapment
ENTRAPMENT - A person is 'entrapped' when he is induced or persuaded by law enforcement officers or their agents to commit a crime that he had no previous intent to commit; and the law as a matter of policy forbids conviction in such a case.
I do not think that such a thing as Civil Entrapment exists. But, following her "logic", she is saying that she commited a crime, a crime that she would normally not have committed, if I had not induced or persuaded her to commit that crime. So, she thinks she has committed a crime. Huh.

Ignorance is no excuse. A person can never claim that they are screwed up because they did not know they were screwed up . . . If that worked, we would have anarchy.
As an officer, or NCO for that matter, a soldier must know the regs. The Army, or Navy in this case, is not going to sit you down and teach you how to wipe your butt. You argue he did not have proper training and therefore did not know the regs. I am sorry to say but nearly every reg in existence is online.
If I had to rely on what I was "taught" and what was officially handed down to me rather than look up the info on my own, I would be a screwed up soldier; I would be a screwed up teacher; I would be a screwed up person.
According to the article, he guy received orders from the Navy telling him to stop, but insisted on listening to what the Army guys in his unit told him. Sorry, but that is common sense. If CPT Bubba Joe from the Army is telling me something about my uniform and promotion, and I am an officer in the Navy who receives orders from my commander to remove my rank, I am going to remove my rank. And that is just one of the many screw ups listed.

Wowsers! That lady is one screwed up piece of work. I would suggest to her if she were not banned (Yeah!) that she seek immediate medical attention and get on as many phych drugs as possible. Thorazine is my rec. Here condition of hysteria is treatable. Plain and simple he did wrong multiple times and she ...well she is screwed up, I hope she gets help.

We agree that we may disagree here. We've all, or most, have posted something that we should have just stowed away and forgot, but it has been very rare that we attacked someone's Patriotism or Credibility (sp). sheees, what a knot head, makes me think that she just might be married to that idot.
I think it is time for a straight jacket and padded room for her and a couple of shrinks for her to talk to, but i doubt if that will help, and i agree with the moderator in banning her, sure dont need that type on here.
