Federal Emergency Management Agency (FEMA)
The Federal Emergency Management Agency offers free independent study courses that after completion may be taken elsewhere and for a fee turned into regionally accredited college credits. The fees to get the FEMA courses turned into college credit may vary between the three sources.
Thomas Edison State College, Clackamas Community College and Frederick Community College are the three schools known to currently offer the credit. FEMA on it's website will only tell you about one of these sources.

Thomas Edison State College / FEMA Independent Study Courses
Credit Banking
I opened a credit bank account at Thomas Edison State College and had my FEMA course placed on a transcript there. I found this the cheapest may to get my FEMA course turned into college credit. The credit bank fee at the military rate was $250, for all the courses I had placed on a transcript. All the courses that were excepted were worth one college credit, except one course that was worth two credits. I then transferred these courses to Excelsior college.

The National Fire Academy (FEMA) has two free independent study courses, Q118 and Q318, that have been favorably evaluated by the American Council on Education (ACE) and can be used for college credit at almost any college and maybe without a fee. You may have to point this out to the college and get a transcript from ACE showing the courses, but it can be done.

Getting my FEMA Independent Study Courses turned into college credit.
Choices…
1. Frederick Community College (FCC) $2280.00 for 38 semester hours.
2. Clackamas Community College (CCC). $840.00 for 21 quarter hours*
3. Thomas Edison Credit Bank (TESC) $250.00 for 38 semester hours.**
4. Thomas Edison Credit Bank (TESC) $380.00 for 38 semester hours.
* Only offers 21 hours total.
** Military discount.
I chose choice 3 and saved $2030.00 over choice 2 and got my FEMA courses listed as TESC credit that can be transferred using my credit bank transcript. I used my TESC credit bank transcript to transfer the credits I got from my FEMA courses to Excelsior College.

The FEMA Independent Study program has went to a process that produces course completion certificates as online pdf documents. Certificates will no longer be sent in the mail.
I would suggest prinitng a copy of the certificate and keeping the pdf file in a secure location. Every once in a while you should order a paper transcript from FEMA to make sure all of your courses have been listed on the transcript.

FEMA Independent Study Courses: Missing Course Material
Some of the course material for the FEMA Independent Courses is no longer available from the FEMA Independent Study Course website. However, one can still take the test to complete the course on the FEMA website, if they can find the material.
Some of the missing material includes Adobe pdf files, Microsoft Word files and some are whole cd-roms that are no longer available.
I have most of the older course material in my files, so if anyone needs the Adobe pdf and Microsoft Word files let me know by email the course you need material for and I will email the files to you for free as an email attachment.
The cd-rom material is too big to send as an email attachment. If some needs material for a course that requires a cd-rom contact me by email and I will let you know what needs to be done to get the cd-rom sent to you by mail.

If you are referring to why FEMA is not making the material available, it is because some courses are being phased out, and they are still giving students already involved with the courses time to finish, while other courses have run out of the cd-roms that had been produced.
FEMA has going away from cd-roms and is probably working to make the cd-rom courses into online mulitmedia courses, rather than continue them as cd-rom courses. While it creates a gap right now, this will save time and money in the long run. It also allows them to update the material in the course. The majority of courses still have material available online at this time.

I have heard that American Military University/American Public Univeristy System and the Community College of the Air Force also give credit for completion of the free FEMA Independent Study Courses. I have not been able to verify anything yet.

I followed you here from the distantlearningdiscussionforum. I have been taking Fema cousre for several months now. Thank you so much for all of the advice you provided. It has given my the tools I need to get my degree. I plan to get my degree from TESC, Associate in Science in Public and Social Services (ASPSS. Should I first bank my Fema credits and the apply or should I apply to the program first? Because money is a huge issue I'm trying to find the cheapest route. Thank you for your time.

Timing and money go hand in hand when trying to make this decision. If you are just beginning to take FEMA courses then it is more of a time to wait. If you have completed all of the FEMA courses, then it is like having your first year done with TESC and more of a time to get them on a transcript.
If you will be enrolling as a student at TESC in less than a year and are going to take courses (other than FEMA) directly from TESC, I would say to wait and do not credit bank the FEMA courses now, but add them to a student transcript, as an officially enrolled student.
If you are going to take courses (other than FEMA) from other schools and then first enroll in TESC later as a second year student, in order to save the first year of TESC fees, then I would still say wait and not credit bank the FEMA courses.
If however, you are following any path were you need courses on a transcript for work right now to improve your career and do not want to have to enroll into a TESC degree program and pay the higher fees till more than a year in the future, then use the credit bank to get a low cost transcript started now.
If you are going to enter TESC as an official student, you may never have to get a credit bank account.

when submitting info at thomas edison state college for fema college credit do you send copies of your completed class certificates with the application or how do you go about it??? i have about 25 courses completed that i would like to credit bank!

You fill out the TESC credit bank enrollment form and pay the cost to enroll in the credit bank program. You send a transcript request form to the FEMA Independent Study Program. FEMA will then send your transcript to TESC, and TESC will work from that transcript. You do not have to send copies of certificates.
FEMA does not charge for a transcript. They will always send you a transcript, as well as, any one else you designate. I got my last transcript back in one week.

I have sent you an email. Those courses are too large to be emailed, and would have to be sent by postal mail.

Does anyone know how long it takes TESC to process the transcript? My transcript was recieved 1 March, but none of the courses are showing up on my degree audit yet.

I have had stuff added to a transcript at TESC in a month and I have some material that is now at four months and counting, as I wait for it to be added to a transcript.
